Spain is not eager to enlarge the EU to include Scandinavia or Central Europe, which it sees as a threat to its own position within the Union. Elsewhere, Spain has sponsored an Ibero-American Community of Nations (a Hispanic Commonwealth), which held its third summit meeting in Brazil in July 1993. Anxious to establish itself as a major international player, Spain has contributed troops to the UN peace-keeping force in the former Yugoslavia, and aspires to a seat on the UN Security Council.
